The Work on the Realization of a Federal Targeted Programme "Integration of Science and Higher Education in Russia 2002-2006"

FTP "Integration"
A brief analysis is presented of the work of a Federal targeted programme "State support of the integration of higher education and basic research, 1997-2001" and its successor a new Federal targeted programme "Integration of science and higher education in Russia, 2002-2006" (FTP "Integration"). The results from six-year work of the programme "Integration" give grounds to make a conclusion that the integration steps turned to be effective for the development of educational-scientific complex of the country.

International Educational-Scientific Center "Fundamental Optics and Spectroscopy. Analysis of the Activity and the Prospects"

The results of the activity of the International Educational-Scientific Center "Fundamental optics and Spectroscopy" (IESC "FOS") created in 1997 within the framework of the programme "Integration" are presented. It is shown that during the last six years the IESC "FOS" has developed into a large center uniting, around P.N. Lebedev Physical Institute, RAS (FIAN), 4 largest Moscow Universities, 2 educational-scientific centers of Russia and 23 foreign Universities. The integration of scientific schools, the creation of a joint experimental base, and coordination of the curricula have allowed to improve the training of specialist in the innovation lines of research which meet the world standards.

The activity of the BHS (N.G. Basov higher school) of physicists MIPE-FIAN organized in 1971 is analyzed. A more than 30-year experience of BHS has completely justified the idea of a targeted elite education in MIPE of the students from the periphery universities starting from the 6-th semester, and their future pre-diploma and diploma work in the scientific laboratories of FIAN. The geography of the students involved in BHS is given, and the engagement of the graduates during the last years is analyzed.

International School for Young Scientists "Actual Problems of Modern Physics"

P.N. Lebedev Physical Institute of Russian Academy of Sciences (LPI) renovated the practice of the International Schools. The brief historical description of this initiation is given. The main results of the School held in April, 2003 are listed such as 11 lectures of the Russian and foreign scientists and a high level of activity of the students and young researchers working at the International Educational -Scientific Center "Fundamental Optics and Spectroscopy" organized at the LPI within the framework of the Federal Program "INTEGRACIA". The plans for these Schools to be held in 2004 - 2006 are given.

Conference "We are the Future of Russian Science"

The materials covering the results of a competition for the awarding of stipends to the young physicists-theoreticians announced in late September 2002 by a foundation of non-commercial programs "Dynasty". The applications were estimated by an Academic Council of the International Center of Fundamental Physics in Moscow. The Council involves outstanding scientists engaged in different fields of theoretical physics from the leading Russian institutes: P.N. Lebedev Physical Institute, L.D. Landau Institute of Theoretical Physics, A.F. Ioffe Institute of Physical Engineering, Institute of Nuclear Research. In March 2003 the foundation for non-commercial programs "Dynasty" held a conference "We are the future of Russian science". During the conference in the presence of honorary guests and noted scientists the winners of the competition were awarded, and the scientific reports were presented.

Regional Scientific-Educational Center as Key-Point of Science and Educational Russian Organization Net System

On the base of modern scientific and educational Russian regional situation analysis organization problems of new high technologies on the regional level are considered. To form the regional scientific-educational center is suggested on the base of the regional technical university with regard to soviet history in this field. It is necessary to stress that all-Russian organization net system provides the cooperation for specialists training and mutual scientific-technical researches.

Physical Education in Medical University: Motivating and World Outlook Aspects

The research officer give lectures in all high educational institutions of the city deaing with the training of the specialists in optics and laser physics. Training and research works are organized for pupils, students and postgraduate students. The modern training complexes including laboratory equipments, CD systems and Internet recourses (www.kg.ru/diffraction) are developed.

International Experience of Integration of Educational and Academic Science

Analysis of international integration of educational and academic science at the example of the USA and several Universities and large research centers in Europe and Japan. It is shown that cooperation of educational and research science in different countries has its own specific features and organizational forms, and this is conditioned by the specificity in the development of the education and science system, the demands of economy and society. In many European countries this kind of activity is sealed by the corresponding legislation. A possibility is analyzed to use the world available experience in the integration of science and education in Russia.

Peculiar Features of Physical Education in the Universities of Germany: a Look From Aside

Some reflections on the system of science and education in western universities are presented at the example of scientific and educational activity of the Department of theoretical physics of solid state of Friedrich-Alexander University of Eriangen-Nurenberg (Germany). The reflection mainly concern the education in physics, and, first of all, theoretical physics. Analyzing the German system of training of specialists, the author comes to a conclusion that the Soviet system of higher education could take pride in many things. The author also expresses the hope that under current difficulties the Russian system of higher education can find a deserved place and keep its best features.

International Cooperation with the University of New Mexico, Albuquerque, USA

An analysis is given of a three-year cooperation between the Institute of Quantum Radiophysics of P.N. Lebedev Physical Institute and the University of New Mexico, Albuquerque, USA. It is shown that during the last three years several scientific lines of investigation have been determined. The scientific research is being carried out in these areas, and several joint publications have appeared. On the basis of two-way exchange of the visits the post-graduate students and young researchers are involved in the work from both the Russian and American side. The role of coordination meetings in deepening and expansion of cooperation is revealed.

Electron Heating in Csl Conduction Band under Intense Femtosecond Laser Pulses

Csl photoelectron spectra induced by 40 fs laser pulses with intensity of 5-1011 -3.1012 W/cm2 are presented. High-energy region of photoelectron spectra is characterized by the plateau, the width of which increases with excitation intensity. This plateau has exponential cut-off; e.g., at 3-1012 W/cm2 the plateau is extended up to 27 eV, and 90% of emitted electrons have energy above 3,5 eV. This feature could hardly be explained only in terms of either free-electron models, or models of electron heating in crystals due to electron-photon-phonon scattering. An alternative model of electron heating is proposed. The main feature of the proposed model is the account for direct inter-branch electron transitions in conduction band of insulator under intense laser radiation.

Spectral Method of Solution the Problem of Femto-Second Pulses Three-Wave Interaction in Nonlinear-Optical Crystals

The short-cut equations for the spectral components of parametric interacted in nonlinear-optical crystals pulses, which take into account dispersion of refracting indices and coefficients of nonlinear susceptibility tensor dij were derived. The limits of method applying are also mentioned. The calculated results were in a good agreement with experimental ones.

Ferroelectricity of Ultra-Thin Films Studied by Methods of Non-linear Optics

Ferroelectric properties of ultra-thin Langmuir-Blodgett films, based on ferroelectric polymer PVDF/TrFE, and films of ferroelectric liquid crystals at the interface of a solid substrate are experimentally studied by means of non-linear optical method of second harmonic generation. Temperature hysteresis of second harmonic intensity in films of PVDF/TrFE with the thickness from 60 to 1 monolayer is observed, and indicates the presence of the proper ferroelectricity in real two-dimensional systems, and ferroelectric phase transition of the first order. Diffuse character of the non-linear response from PVDF/TrFE films is shown. Correlation length of spontaneous polarization fluctuations is estimated. Ferroelectric switching and SmC*-SmA* phase transitions in liquid crystal cells with the thickness of 1-3 microns are studied. Surface electroclinic effect is observed and attributed to a strong interaction between polymer layer on the inner surface of the substrate and interfacial liquid crystal layer. Existence of sub-surface liquid crystal layer, stabilized relatively to electric and temperature fields, is shown.
