Brief information is presented about the structure and the directions of activity of the Scientific-Methodical Council on Physics - a state-public body founded in 2002 by the Ministry of Science and Education of Russian Federation. Actual problems of education in general physics together with the ways of its solution are analyzed.

About Two Priorities in Einstein's Scientific Heritage
A.D. Sukhanov, O.N. Golubeva
Russian Peoples Friendship University,
Miklukho-Maklaja st., 6, Moscow, Russia

It is shown, that a widespread tradition to connect Einstein's contribution to a modern physical picture of the world extremely with the relativistic theory is bounded and wrongful. Studying of a thermodynamic heritage of Einstein allows us to make the conclusion that the ideology resulted him to creation of the theory of fluctuations, appeared a determinative during becoming the stochastic description of the nature and, finally, in creation of the nonclassical version of a modern physical picture of the world.

Newton's input into dynamics is evaluated according to the analysis of his scientific legacy as a whole. Newton's understanding of dynamics is shown to be principally deeper and wider than that usually depicted by the mythologized presentation.

In this paper tendencies of development of physical education system are analyzed. The analysis is lead proceeding from the relation to modern physical education external and internal conditions. The characteristic features and the purposes of physical education are certain to corresponding process humanization and information of modern society.

Physics in the Technology of Creative Activity of Engineer
Yu.V. Gorin, V.B. Moiseev, B.L. Svistynov
Penza State Technological Academy

The program for introduction of the creative education elements into the engineer training practice have been substantiated and worked out. The complex of scientific and methodic materials in the training of creation on the base of course of physics for students of technical professions is described. A scientific basis is the theory of solution of invention tasks - TRIZ. The use of computer system of supporting of intellectual activity is provided.

E-mail: vmgrabov@yandex.ru

According to the lag of the content of the physics courses from the modern state of the physics idea of including modern achievements in study programs is discussed in this article. One of such possibilities is to develop special courses. Program, content and experience of realization of special course "Issues of Modern Physics" for students of the older years of study are discussed.

Methodology of Labors Input Estimation for General Physics Course
N.M. Kozhevnikov
St-Petersburg State Technical University

Didactical criteria of presentation levels and leaning rates are proposed for differential labors input estimation of subject heading list of General Physics included into the cycle of general nature and mathematical courses. Such estimation takes into account students' professional motivation, special courses request and provides unity and integrity of the General Physics course. It is shown that the total labors input for this course defined with the proposed criteria is 25 - 50% higher than that used in the state educational standards for different directions of bachelors and specialists education.

Elective Courses in the System of the Preprofile and Profile Training of Students in Physics
V.A. Aleshkevich
M.V. Lomonosov Moscow State University
N.S. Purysheva
Moscow Pedagogical State University

The role, place and types of elective courses on physics in the system of preprofile and profile education are discussing in the article. The program of the elective courses in optics is given as an example. It is recommended for the eleventh form students of physics and mathematics profile.

Innovative Technologies of Physics Teaching in Science Education
N.I. Anisimova
A.I. Herzen Russian State Pedagogical University, 191186, St.-Petersburg

Active innovative technologies that advantage the formation of personal characters important for professional competence achievement of Chemistry majors are discussed.

The Determination of Difficulty and Complexity of Physical Tasks
V.S. Babaev, M.V. Kulagina, J.J. Shkitina
St. Petersburg State Sea Technical University

T he approaches to quantitative definition of level of difficulty and level of complexity of physical tasks is reviewed. The level of difficulty as a subjective task estimation (an estimation made by learners) is experimentally determined by using a coefficient of resolvability. An approach to determination of level of task difficulty, as its objective characteristic consisting in task formulation includes the determination of presences of factors influencing on tasks resolvability and the calculation of ranks of these factors. Three methods of tasks distribution by levels of difficulty are suggested. The comparison of these methods and also the comparison of results on predictability of tasks distribution by levels of difficulty obtained with other available data are made.

The Solar Spectroscopy as a Version of a Classic Laboratory Work for Studied of a Serial Regularity in the Hydrogen Spectrum
A.R. Nesterenko
Novosibirsk State University, nesterenko@phys.nsu.ru

In this article a way to analyze solar light spectrum will be presented. It was worked out and used in "Vega" astrophysical educational facility. Identification of the basic Fraunhofer absorption lines in the solar spectrum from 350 to 800 nm was carried out. Observations and measurements of the Balmer series absorption lines once again confirmed the universal laws of Nature.
